I think you can set it up to crosspost either way. I know I see a lot of posts from Dreamwidth posted here, with commenting allowed in both locations (generally).

The way I set it up, first thing I imported absolutely everything from LJ, just in case, then I set up DW to crosspost everything to LJ, and from then on I've posted only to DW and mostly continued interacting on LJ. That's worked flawlessly.
