Hmmm... hard to tell. The shadows of the hand rail and pillar base are distinct and seem to indicate a light source above and behind you, but the pillar in the foreground is in shadow. At a guess I'd say it's artificial light coming from the top of the foreground pillar, but it doesn't seem harsh enough. I would say perhaps dusk, when there is enough light in the sky to be able to see the clouds, but the lights in the park have come on.

Oh, and it's a lovely picture, too.

Of course, that could be a stray bit of sunlight and I'm completely off, as I now notice that the top of the hand rail closest to you is also illuminated. Damned Seattle weather.

I'd guess it was around noon, based on the short shadows. On the other hand, an area in a park completely empty at noon seems unlikely, unless it had been evacuated by a fire or bomb alert or something.
